If you enable the privacy.trackingprotection.enabled pref, the TP icon is displayed on every site, including about:home, for normal and private tabs.

With a clean profile, in normal browsing in about:config "privacy.trackingprotection.enabled" = false and "privacy.trackingprotection.pbmode.enabled" = true Even if, in normal browsing, Menu -> Settings -> Privacy -> Tracking protection is enabled Is it expected?

Yes, that's expected. The description text under "Tracking protection" should explain that this pref controls whether or not tracking protection is available in private browsing.

This actually works fine with the new patch in bug 1180975.
