If you enable the privacy.trackingprotection.enabled pref, the TP icon is displayed on every site, including about:home, for normal and private tabs.
tracking-fennec: --- → ?
Blocks: tp-v1
With a clean profile, in normal browsing in about:config
"privacy.trackingprotection.enabled" = false and "privacy.trackingprotection.pbmode.enabled" = true
Even if, in normal browsing, Menu -> Settings -> Privacy -> Tracking protection is enabled

Yes, that's expected. The description text under "Tracking protection" should explain that this pref controls whether or not tracking protection is available in private browsing.
