Testcase: data:text/html;charset=utf-8,<p style="writing-mode: vertical-rl" title="ふるいけやかわずとびこむみずのおと">古池や蛙飛び込む水の音</p> This is similar to bug 1169648 (and its predecessor bug 91312). For vertical elements we probably have to fix the coordinates of the tooltip as well as its style.
