The FTU ping, and AppUsage ping on FxOS have different random id's associated with them. Having the same random id associated with them will help identify the lifecycle of the device and churn rate of devices. Lets use the same random id on FTU ping and AppUsage.
I'll defer to Ravi and the privacy team here.
I'm comfortable using the same ID for both.

As discussed in comments 21 and 22 of https://bugzilla.mozilla.org/show_bug.cgi?id=1171685#c21, lets not make the ID the same across FTU and AppUsage. This is inline with associating the minm possible information with the FTU id.
Resolving this as we decided on an alternate path for the FTU id.
