On desktop Firefox on OS X with APZ disabled. Tested on both Nightly and Aurora.

STR:
1. Load http://people.mozilla.org/~kgupta/bug/1180030.html
2. Scroll down a bit. It should snap such that there is 100px of a color visible at the top of the page, with the next color starting right after those 100px. This should be maintained any time the user is not actively scrolling.
3. Now scroll up to the top of the page, or to the very bottom of the page

Expected:
Once the user stops actively scrolling, it snaps again maintaining the invariant described in step 2

Actual:
The browser allows you to scroll to the very top/very bottom of the page and doesn't do any snapping when you get there.
