User Story

I want to be able to set a frequency cap for Directory Tiles per day or per total campaign that is based on a fixed amount of impressions.

suggested tiles and directory tiles have different default caps.

directory tile = 1000
suggested tile = 10

If I keep directory tile at same default caps, we still show a directory tile 1000 times which begs the question of having this feature at all.  I need product to tell me default settings for directory tiles total and daily caps.

Suggested tiles default is 3 per 24 hours or 10 total for campaigns. These amounts can be sent in from the server. There is also a 1 click cap implemented on the client.
