Now you can scroll the contents of background windows even when they're not focused (just by the pointer being over the window).

This works as expected for me with a mouse scroll wheel. But when doing a 2-finger scroll on my Surface Pro 3 touchpad, Firefox will jump to the foreground.

Edge works as expected, but curiously both Chrome and the Windows file explorer act as Firefox does.
