If you navigate to bugzilla and focus a <select> nothing will popup.  This turns out to be because our confvars.sh has MOZ_USE_NATIVE_POPUP_WINDOWS=1.  We should turn that off so it has a more natural experience, plus we don't have a custom one hooked up.

Patch incoming.
