Can you please confirm that staff are automatically given 3 vouches ?

We had a problem with a staff member spending a lot of time trying to figure out how to vouch contributors, only to find he couldn't because he himself was short two vouches.

I know originally, we gave all people who were staff or attended Summit 3 vouches, but not sure what the status is now.
Changed - mozilla.org was wrong component, sorry.
