Steps to reproduce:

When graphic hardware acceleration is enabled with an AMD Raden series, the entire interface layout is offset upwards, one has to clic 10~20 pixels downwards each control to activate it. When acceleration is disabled, everything comes back to normal.

Modules don't change anything, whether they are activated or not.

Hello! 
I have exactly the same problem with my Sony VAIO running on windows 7.
With and Intel HD Graphics 4400.
Plus I run it with Japanese OS, so the Japanese characters are cut one or 2 pixels.
