Steps to reproduce:

I dont know how the entries look in english Firefox so i post this in German:

Ich habe Cookies permanent deaktiviert und erlaube nur einige Ausnahmen. Um neue Ausnahmen hinzuzufügen, machte ich unter FF 36 folgendes:

* Ich aktiviere temporär Cookies
* Ich besuche die gewünschte Seite
* In der Cookie-Verwaltung öffne ich unter 'Datenschutz' beide Dialoge unter 'Ausnahmen...' und 'Cookies anzeigen...'.
* Einen Dialog verschiebe ich auf den zweiten Bildschirm.
* Dann gucke ich im ersten Dialog welche neuen Cookies hinzugekommen sind und füge im anderen Dialog die entsprechenden Ausnahmen hinzu.

Dieses ist in der überarbeiteten Version der Einstellungen nun nicht mehr möglich:
Dialoge lassen sich nicht verschieben und es lassen Sich auch nicht mehr beide Dialoge gleichzeitig öffnen.


Actual results:

It is not possible to both open the related Dialogs for Cookie management at the same time in the revised settings in FF 39. It is also not possible to move dialogs to eg a second screen. It was possible in FF 36.


Expected results:

It should be possible to open both dialogs: The one which shows the stored cookies and the one which allows to add exceptions for cookies. Alternative merge these dialogs. In general it should be possible to move dialogs around on the screen/on multiple screens. They should not steal focus if possible.
