the vertical scrollbar disappears to the right when adding a bookmark to the 
personal toolbar. If you have enough bookmarks in PT then it moves out of the 
screen.

Reproducible: Always
Steps to Reproduce:
1. Open a mozilla window
2. Add bookmarks to Personal toolbar until the toolbar is "full"
3. Resize the window to the right (larger window) to get the scrollbar back

or, resize the window until the toolbar bookmarks fills it, then the toolbar 
disappears.

Actual Results:  The vertical scrollbar is outside the window (not visible 
outside, just not showing)

Expected Results:  The scrollbar should be at the right side of the window 
independent of the personal toolbar
