What feature should be changed? Please provide the URL of the feature if possible.

Currently, the subscribe option is only available in the Gear menu, which means that people that might monitor pages for changes don't realize the feature exists, which means they don't use it, and they become less viable reviewers.
What problems would this solve?

It has been suggested by some users that having a more discoverable "Subscribe" or "Watch for changes" button/icon somewhere, reviews by engineers might be more common.
Who would use this?

Any more casual users/reviewers that may wish to easily monitor pages for changes.

UX TBD; probably a button somewhere at the top of the page or in the sidebar area.

An alternative placement we should consider is a button with the social sharing links (once those are live).
