I think I know what's going on here. The test is expecting a certain number of OCSP requests from the browser. When the browser makes an OCSP request, it sets a timeout on the channel and cancels the request if the server doesn't respond in time. If the device is slow (like the b2g emulators), the request could time out before it's even delivered to the test harness. This results in the test noting a failure.
