1186272 - The new UI de-emphasizes the status whiteboard field too much

In the old days, we would put short information in the status whiteboard so that the people looking at the bug could quickly find some crucial information.  But now, this information is collapsed by default, and so much de-emphasized that it's even hard to find after squinting!

I think we should make this field's content, when not empty, somehow prominent in order to keep this use case working.

I think those who frequently use Whiteboard have expanded the Details section by now, while others don’t read it even if it’s expanded. Also, Whiteboard is basically a free-form keywords field, and not a place to have important information like “Read comment X for Y”. I know it’s sometimes used like that, but it’s kinda misuse of the field.

My plan is:

• Allow people to add custom keywords for each product, like GItHub, and remove Whiteboard field
• Make Description editable by anyone in the editbugs group so important info can always be included in Description
