Before bug 1186357 can remove the deprecated objectstore endpoint, we need to get all submitters to it, to switch over to the jobs endpoint.

This requires getting people to update their copy of treeherder-client, however we have not released a new version to PyPI since bug 1140349 landed.
I I try and do this there's probably going to be some windows-specific file permissions nonsense that breaks the resultant package, so I will leave this for camd/wlach if that's ok?
