Change search-bar and cog whee to:

- they stay at the top of the page and do not move when window resized
- search-bar is two-tiles columns wide
- cog menu and are aligned with the right side of the the tile column.
Summary: Move the cogwheel so that is aligned with the tiles rows → Proper arrangement of search-bar + cog-wheel at the top of the page
