+++ This bug was initially created as a clone of Bug #1173453 +++

2 signing workers work hard, but it's not enough! :)

95 locales * 4 partials * 5  platforms * 15 sec ~= 8hrs of work or 4 per worker. This is aurora only.

I wish we had a generic provisioner...

* added signingworker-3.srv.releng.use1.mozilla.com and signingworker-4.srv.releng.usw2.mozilla.com to the inventory (A and PTR)
* on aws-manager2 ran 

 python cloud-tools/scripts/aws_create_instance.py -c cloud-tools/configs/signingworker -r us-west-2 -s aws-releng -k secrets/aws-secrets.json   --ssh-key ~/.ssh/aws-ssh-key   -i cloud-tools/instance_data/instance_data_generic.json signingworker-4

and similar for the other one
