1187023 - Talos should generate series signatures, not Treeherder/Perfherder

To prevent problems like bug 1186685 from occurring in the future, we should get Talos to generate series signatures for the data it's submitting in the future, and then just put that into the database verbatim.

Hey Will, I'm interesting in this bug and think it can help me know more about how Talos works. But this issue may took a long time to fix it due to I haven't work on Talos issue before. This bug is a bit forward looking and requires some planning / thinking that I don't have the time to do right now; I don't think it's a great place to start. I anticipate getting to this in a month or so after other parts of treeherder/perfherder fall into place.

Talos itself is in a bit of flux right now (we're currently in the process of moving it into the tree) -- but if you're interested in working on it, :jmaher or :parkouss may have ideas.

After some thinking about this, I'm pretty sure this isn't the best idea.

There are better ways of preventing things bug 1186685 (stricter policies on submitting data to treeherder, better option handling for things like e10s) which I believe are already covered by other bugs.
