Bug 976722 switched navigator-toolbox to use -moz-appearance: toolbox. This had the side effect that background images can no longer be set on the navigator-toolbox. My wager is this probably affected some themes on Mac.

Perhaps we can we use an attribute that could be set on the toolbox instead of using -moz-appearance?
