Description:
When the user attempts to open a Spark app without Developer Mode enabled they are shown 2 prompts asking them to enable developer mode.  If they cancel out of these prompts, the homsecreen will be blank until the phone is restarted.  This issue only occurs on Flame devices that are 319MB.


Repro Steps:
1) Update a Flame to 20150724010206 with a Spark Gaia
2) Open the Hackerplace App.
3) Continue through the first prompt.
4) Cancel out of the other prompts


Actual:
The homescreen will be blank and the phone must be restarted to continue using it.


Expected:
The homescreen is visible and interactable.

This issue does NOT occur on Aries devices or Flame devices at 512MB.

We're killing DM in the near future, so fixing this isn't important.

Mass update: Resolve wontfix all issues with legacy homescreens.

As of 2.6 we have a new homescreen and having these issues open is confusing. All issues will block bug 1231115 so we can use that to re-visit any of these if needed.
