reconsider slide-down "continue blocking Flash?" notification UX

Since we started aggressively blocking Flash, the "continue blocking...?" slide-down notification is incredibly jarring. This is compounded by performance of it often being bad in long-running browsers (graphics/e10s/whatever problem, but still an issue nonetheless). Having it push content down as soon as Flash is seen (e.g. if a page puts a flash object in the DOM after the rest has loaded), even if the animation was smooth, is pretty annoying and can cause a lot of misclicks. Is it possible to reconsider the UX of this, and do something that doesn't involve repositioning displayed content?

We're in the process of removing support for plugins (bug 1677160), so I think this bug is irrelevant now.
