Details

nsILocaleFactory is deprecated in favor of nsILocaleService.  Need to obsolete
the few instances of nsILocaleFactory in Seamonkey

move this out to m12.  i'm going to wait until the next round of service manager
changes land so we only have to change the clients of this once.
