We'll use the android and mozilla manifesto tile from the 8 existing locales: de, en, es, fr, ja, pl, pt, ru.
I'll also add a "Mozilla" tile for an unused "zu" locale so that the iframe can fall back to fetching this tile if there's no tile for the browser's locale.
