118872 - Scrollbar in folder view disappears

When viewing mail, the scrollbar in the folders view frequently disappears.  The
recipe for this is as follows:

- Start with a folder selected (the normal state, as seen in mailscrollbar1.jpg)
- Select the mail server in the folder so that the folder view expands, and the
server commands are shown in the left pane. (mailscrollbar2.jpg)  *** NOTE: This
bug only appears if the window is tall enough that the folder view, when
expanded, does not require a scrollbar! ***
- Now select the a folder again so that the folder view collapses back to it's
original size.
* Notice that you now have no scrollbar!  (mailscrollbar3.jpg)

The scrollbar can be restored by resizing the window or pane.

Attachment: scrollbar without thumb shown in mail/news after using mail/news for first time is appearing

this scrollbar is unnecessary unless it can be used with enough space, it also
doesn't have a 'thumb', moving sidebar grip will cause scrollbar to disappear. 
looks to have regressed after last round of outliner changes on 1-7.. seeing
this on w2k.

my scrollbar problem looks fixed in 1-16 w2k build after more checkins from
outliner.

Robert Kieffer, is this bug still a problem for you?  Have you upgraded to a
current build of Mozilla (preferably 1.4)?
