Details

:glandium pointed this out in bug 1188571 and I think it makes a lot of sense.  It means that we can ship an updated tooltool manifest confident that it will be interpreted by the version of tooltool in the same revision.  In the past we've had issues with deploying tooltool to the far-flung corners of our environment, with all of the delay and potential for oversight that entails.
