Description:
In browser the URL bar is expanding when the user is scrolling to the bottom of the page and it will minimize when the user is scrolling to the top of the page. This is the opposite of the expected behaviour. and there will be a blank bar at the top of the page when scrolling to the top.

Repro Steps:
1) Update a Aries to 20150729013848
2) Open the browser page
3) Navigate to a webpage that is scrollable
4) Scroll up and down the webpage
5) Observe the URL/Address bar

Actual:
The URL bar is minimizing and expanding in the opposite way than is expected

Expected:
It is expected that the URL bar changes with the scrolling of the page

This issue appears to be fixed on the latest. I was able to reproduce the bug on the following tinderbox central build:

Confirmed that this issue does not occur on today's nightly. Swiping finger upwards collapses the url bar, and swiping finger downwards expands the url bar.
