Open a browser window.
Do an open file.
Decide you want to dismiss the window and notice there is no close button
hit open without typeing in any url
crash (Necko fails to open a transport layer)
Happens on both mac and window builds from 8/13/99

Yes, our bug.  There are some other things need fixing on that dialog but this
one is pretty nasty so I'll fix it ASAP.

Using the 1999092909 build on NT, and the 1999092808 build on Mac OS 8.5,
dismissing the SFGet/File|Open dialog does not crash anything. Marking verified
fixed.
