1189273 - Stop running nightlies twice a day and turn off emulator nightlies entirely on b2g37 (v2.2 / v2.2r)

QA is winding down their activities on v2.2 and very few patches are landing on it at this point. Does anybody see a good reason to not make this change?

v2.2r is on it's own infra, so I'll proceed with this.

2.2r was also created with twice-daily nightlies. We're going to change it so that v2.2 continues to get morning PST nightlies and v2.2r gets morning TPE nightlies only. The v2.2r nightlies will start around the same time that v2.1s nightlies start.

Also, we're not seeing much use for emulator nightlies on these branches, so I'll disable them too. Dep builds & tests will continue to run as normal, of course.
