Hi Vidhan, please download the pdf (https://www.dropbox.com/s/s26ofm7z38ah8sj/MOW_P1_UX.pdf) and check page 6, section 1. Welcome mat is actually a new section to be created on the marketplace homepage, you can see the layout and more details in the pdf. But I don't see this as a good first bug, NI'ing Chuck to opine to tell what all efforts will be required to fix this and if this can be taken by newbies.

This bug, and all bugs hanging off of bug 1189298, are stubs for an upcoming project that isn't ready for development, awaiting input from UX and design. I'd avoid them for the time being, as they aren't yet well defined.
