Each paragraph seems to be put into its own scrollable element with no scrollbar. However, you can drag up and down inside a paragraph to scroll it. The problem may lie in the handling of CSS " OVERFLOW: auto; "

another smoking gun: http://www.cnn.com/2002/ALLPOLITICS/09/20/us.iraq/index.html in which each paragraph is displayed in one line. (i'm using 020917)
Everything WFM in a current Win XP trunk build. Is this still visible?

This is why you're supposed to describe the problem, instead of just claiming "it's obvious". I'm going to read minds and guess that the <p>s were too short and that roc's sizing of overflowing auto-height content changes fixed this. If I'm wrong, reopen and clearly explain what the problem is.
