I opened a link to a speedtest site from telegram app.
The data usage of this site (opened in the browser) was incorrectly assigned to Telegram app in Cost Control app.

This is tricky. As you open the link in the Telegram context, it's possible statistics are count for the Telegram application. Let me check with Albert.

As Salva said, Telegram handles links in its own context in Telegram process, thus stats are added to Telegram. I guess that Telegram should use an Activity in order to open a link in browser.

If I open the link and kill telegram, link window is also killed. I updated yesterday to master.
