I was testing a laptop in a shop, and apz+smooth scrolling felt really odd. Page got scrolled too much and it felt like I couldn't control scrolling properly.

Which "smooth scrolling" are you referring to?

The one you set in preferences, in the 'Advanced' tab.

I don't know why apz-scrolling feels better on linux, even with smooth scrolling enabled. I have very similar laptop than what I tested. That one had Win8.1

On my Win 8.1 laptop I don't see any issues. Smooth scrolling is enabled by default and on nightly APZ is also enabled by default and everything seems fine. I also haven't heard any other reports of this. When you were testing in the shop, were you testing on release Firefox or Nightly?
