Details

Steps to reproduce:
1. Load Reviewer Tools details page for any app https://marketplace.allizom.org/reviewers/app/%E9%98%9C/
2. Write a comment (private or developer message)/Approve or do any action and also add an image
3. Save the changes
4. Try to access the image

Expected results:
The image is loaded without any display or layout issues.

Actual results:
An error message is displayed. 

Notes/Issue:
Error code 404/403 appears in the console. Issue is reproduced from Comm Dash, too.
Verified on FF42(Win 7). Issue is reproducing on MP-stage and MP-dev.

I've had attachments work before, so I'm unsure if its just certain types of attachments that don't work under certain circumstances, or a more general breakage.
I get 403, but also 404. Don't know why I receive 2 error messages, for the same action and the same type of attached file. (I've attached same files before, with no problems)
