Platform: Windows 98

To reproduce:
- Using the Display Properties, change the Scheme to a high-contrast Scheme (I
used High Contrast White (extra large)).
- Launch apprunner.

Result: All of the menus display incorrectly - File, Edit, etc. are much too
small and do not correctly display as black on white.

Expected result: They should change according to the currently selected Scheme.
As it stands, this makes for extremely poor usability for the vision-impaired,
and it would also preclude us from obtaining the Designed for Windows 98/NT
logo.

Yes I think in general the pref bugs should go to matt. matt will pass the bug
to proper person if he is not responsible for them. ( this one might be
something that related to not only pref problem so I cc don as well) Matt?
FWIW I don't think this has to do with Mozilla prefs. AFAIK the problem is that
the look of the menus in Mozilla doesn't correctly reflect the system settings
on a Windows PC. This may very well be 'by design'; I was just seeking
clarification on the issue. If we are never to use OS-native menu bars, then
there may be no way to get this working correctly, right?

Resolution: --- → INVALID
It is by design.  Someone can always download and use a skin that uses the
native system colors (which will eventually be implemented by peterl in CSS2).

Marking verified invalid. Communicator 5.0 will not support Windows features for
people with disabilities.
