type voice.google.com in address bar
Actual results:
sec_error_bad_signature message appears in window
Expected results:
Login prompt should have appeared, or since I think the login was saved from prior use, my Google Voice inbox should have appeared.

Sorry for the noise, but the report may be helpful for some.
After searching for another hour (a couple hours were spent searching before the report was made), I finally figured out the problem. I'd updated to Windows 10, and apparently that reinstalled Avast!'s HTTPS MITM certificate, causing this problem.
The chosen solution at https://support.mozilla.org/bs/questions/1075167 describes the cure.
