119089 - "Use mozilla as my default browser" pref not retained, dialog off screen

Win98SE, mozilla trunk build 20020109

Each time I launch mozilla with this build, it keeps asking me if I want to use
mozilla as my default browser. Either answering Yes, No or Cancel won't make the
preference stick, as on the next launch, mozilla will still ask me this. In
addition, this dialog is partly off-screen (screenshot coming). 

This is a regression as it was working before (in yesterday's build) and it's
very annoying. We should fix this before we ship 0.9.8 in my opinion. The only
checkin that may be related I could find is in bug 115533, which may be related,
but I'm not a programmer, so I'm not sure. Bug 115533 is about file associations
with mozilla.
