Compare the performance of scrolling on http://www.meetup.com/Papers-We-Love-Toronto/events/224152792/ in a Firefox nightly vs. Chrome and Safari. The other two browsers have a static background that doesn't shift or flicker while scrolling. Firefox's leaves huge swaths of white while it trails behind the scrolling viewport before it catches up.

Since you mentioned Safari I'm guessing this is on OSX?
It seems to work fine for me in Nightly on Linux.

This sounds like bug 1166301. AFAIK, apz is turned on on linux yet (only mac and windows).
