OS version: W593W595_0804_USERDEBUG.
Whatsapp version: 2.12.157-omrel1.0.9
ACL version: 0.1.9-SP7715
Steps to reproduce:
1) Install WhatsApp
2) Launch Whatsapp. It prompts to download ACL. Click Download
3) When download completes, launch ACL, click "Next" to install.
4) When ACL install completes, reboot the device.
5) Immediately launch WhatsApp
Expected Results:
WhatsApp launches successfully immediately after rebooting
Actual Results:
WhatsApp launch fails with "ACL FATAL ERROR" and prompts to restart
After 3-5 minutes, WhatsApp launch succeeds

ACL v0.1.13 improved this user experience and messaging. ACL will always need some post first reboot install time to both complete installation of the Android portion of ACL as well as complete the installation of any ACL enabled Apps. The post ACL first boot activities typically take less than one minute.
