From e-mail from Nick: We'll need to tweak the patcher configs before 40.0 and 38.2.0esr get to their updates, otherwise they're likely to fail on duplicate past-update lines. Removing the line for the current value of 'from' should be enough to fix it up. This is because the patcher config bumper will add a past-update line for what's currently in <current-update> -- something like "39.0 39.0.3 ...". Then the patcher config parser will get complainy because there's two lines with 39.0 as a from version.
