Reproducible on all branches: Firefox 40.0 build 4 (Build ID: 20150806153638), latest 41.0a2 and 42.0a1 (both from 2015-08-06)
Affected platforms: Windows 7 64-bit, Mac OS X 10.9.5, Windows 8.1 32-bit
STR:
1. Launch Firefox.
2. Go to a high resolution Youtube video - E.g.: https://www.youtube.com/watch?v=iNJdPyoqt8U
3. Attempt to change video quality.
Expected result: All Quality entries are visible and properly displayed.
Actual result: Scrollbar is overlapping the Quality entries.

2. Also reproducible with 39.0b7 - most probably it was introduced by the new YouTube Controls UI. Works with Chrome (on Windows).
Jet - this isn't a media playback issue. I'm guessing layout?

It looks like Chrome doesn't inflate their scrollbars on mouseover, except on the main viewport. Works fine when you stop mousing over the scrollbar, and doesn't prevent selecting a menu item. This is working as designed. If the desired result is to emulate the Chrome behavior for sub-frame scrollbars, please file a separate UX bug for that.

The issue is reproducible on Mac 10.12, used Firefox DevEdition 550b5, buildID: 20170626165718, see attached screenshot.
