I've tested this using the version Fx 73.0b8 on macOS 10.15 and Windows 8.1 x64 and I’m able to reproduce the issue. Based on this I will mark Firefox 73 flag as affected.
STR:
1. Launch Firefox.
2. Go to about:preferences#search.
3. In the One-Click Search Engines double click on one of the field in order to add a keyword. Press Enter to add it.
4. Double click on the added keyword in order to edit this field.
5. Minimize the browser window (change the window width).
I attached a screenshot with the issue.

Hi,

I've tested this using the latest Nightly version 74.0a1 (2020-02-03) (64-bit) for Windows 10 pro and I’m able to reproduce the issue. Based on this I will mark firefox74 flag as affected as well.
