Steps to reproduce:

Create a hover which contained special characters:  ‘’‚“”„†‡‰‹›♠♣♥♦‾←↑→↓™!"#$%&'()*+,.;:<>=?@[]^_`

Actual results:

When the hover is displayed, it has no right border


Expected results:

The hover should have a border on the right.
Can I get the github link for this particular project.
In order to diagnose this further, we will need to have a small testcase. Can you please attach a testcase as a single HTML file?

I haven't managed to reproduce this issue on the latest release(44.0.2) nor latest Nightly(47.0a1).

I've tested this using the following steps:
1. go to: https://ja.wikipedia.org/wiki/Wikipedia:%E7%A7%80%E9%80%B8%E3%81%AA%E8%A8%98%E4%BA%8B
2. right-click on any link and select inspect element
3. replace the link name with the special characters inside the inspector
4. hover over the link and see that the right border present

Can you please try to reproduce this on the latest release(44.0) and latest Nightly(47.0a1) and provide the results? When doing this, please try to reproduce with a new clean Firefox profile, maybe even in safe mode, as some of this issues may be caused by third party installed add-ons or custom settings(https://support.mozilla.org/en-US/kb/troubleshoot-and-diagnose-firefox-problems).
