as per title.  North Korea decided to have their own time zone again:

The timezone database lives in shared/resources/tz.json (and is used by shared/js/tz_select.js) and is only surfaced by the FTU app and the Settings app.  Stashing this in the settings app since it seems like the most correct place for this.

I've never touched this part of the settings app so I don't see myself being a good mentor either. Sorry.
