119302 - Mozilla Composer Publish function doesn't work

Mozilla now has a "publish" function, but it doesn't seem to do anything except
save most of the information. Same file created in Mozilla composer publishes
just Fine from Netscape composer (4.72)
Tried to "Publish" to our ftp site on a Mac webserver (OS9, Webstar )
Both the server and my computer are inside the School district's firewall
I am the site administrator
After filling in all the info in the "Publish Site Settings" and "publish as"
clicking "publish" does nothing.  When Composer opens a saved file
File>Publish>Publish the second "publish" is greyed out.

A publish UI is there, but not all functionality.
Resolving as dup of bug 28792.
