Ah yes, I'm aware of this. It might be pushed to a follow-up, and in any case, I will be requesting the icons magnifying glass first :)

Reproduced with 42.0a1 (2015-08-10), all platforms.
Without entering text, the panel can only be open using the keyboard.
The magnifier glass should have a little arrow at hover, just like the search bar one.

just checking that we want this behaviour to be consistent - there may be an HTML constraint - but want to verify desired behavior before trying to do it.

We replaced the magnifying glass with the search engine icon here
