Steps to reproduce:

I read the user-config over autoadmin. After an update from FF 39.0.3 to 40, the autoadmin.global_config_url woud only be read on the first startup after the installation. Another FF-startup would'n read the configuration and starts with the last one (i think the failover.jsc)


Actual results:

nothing?!

the new configuration loaded should be working.

It depends on german "Umlaut" äöü within a external config file, here in a comment line. If i delete the "Umlaut" within the comment line, the autoadmin file would read normally.

The GetCharPref may needs to getComplexValue for support unicode.
