Steps to reproduce:

1. Open a page which has vertical scroll bar in a FF tab
2. Click on any other application you have open to make the FF window lose focus
3. Bring mouse over the FF window (the content pane) and scroll up/down


Actual results:

FF window does not receive and/or process the mouse wheel scroll events; the page does not scroll.


Expected results:

FF window should receive and process the mouse wheel scroll events; the page should scroll.

I have run mozregression and determined this:

That change corresponds to the switch to gtk3 builds by default.
It is interesting to also note that other gtk3 applications (gitg, gedit, etc.) on my system can receive and process mouse wheel scroll events.

When the Firefox window has many tabs and the left/right arrows indicating tabs can be scrolled is shown, the very same problem manifests, i.e. one cannot scroll over the top of the tabs when the FF window is not in focus.

Yes, symptoms sound similar, but the first paragraph of comment 2 implies that it is different.

works for me on Ubuntu 16.04 with Nightly 51.0a1, 20160823030224, even when tab over flow is active.
