Reproduced on Windows 10 64-bit using a Microsoft Surface Pro 2 device.
Reproduced with: 
* Latest Nightly 43.0a1
* Latest Aurora 42.0a2
* Firefox 41.0b1
* Firefox 40.0.2

STR:
1. Open Firefox using a clean profile.
2. Open any pdf document (eg. http://online.wsj.com/public/resources/documents/Reprint_Samples.pdf)
3. Observe the inline pdf controls.

Expected Results:
The controls are properly displayed.

Actual Results:
The inline pdf controls are blurry on my MS Pro 2 device.

Notes:
I've also tried with a Macbook Pro with retina and this issue does not reproduce there.
This is not a regression.
What does window.devicePixelRatio report if you enter that into the web console?
