Syncing should update DevTool theme too

Details

STR:
1. Open Firefox on two separate profile, so that you can get two instance of 
   firefox.
2. Log in with your firefox account from both of them so that you can sync
3. (Somehow sync them two and make some changes of themes on one of them)

Happens:
The default theme or any other theme is synced with each other, which means sync process can successfully sync the themes.

But the DevTool theme (Light theme / Dark theme) is not synced ever

Expectation:
Devtool theme should have been synced too
If this works between two Developer Editions, then this is as designed.

If not, it means that browser.devedition.theme.enabled isn't whitelisted for syncing, which would be an easy change to make.

I use "Linen Light" theme and there was a successful sync of this theme between even a DevEdition and a Nightly
