As part of spam heuristics, we agreed to create a "Trusted Writers" group. This group will have all the permissions of regular users, plus...

* When Trusted Writers post revisions, those revisions will not be passed through spam heuristics

Membership in this group should be maintainable by admins, to start.

It is very likely that this group will get additional permissions in the future. For example, they may get the ability to post external links or have particular fields displayed on their profile. These features are not in scope for this bug; I mention them to help inform the implementation.

For the purpose of letting the trusted writers pass through the spam checks unhindered we'll be using a waffle flag that is assigned to the user group, so no new specific Django permission is needed for this.
